Cannabis was legalized for recreational use in Michigan in 2018. Under the new law, anyone over 21 can use and possess cannabis anywhere in the state, including Detroit. 

But Detroit is one of the 1400 or so cities in Michigan that had banned recreational sales. On January 19th, 2021, however, Detroit will begin allowing applications for recreational dispensaries according to the city ordinance passed into law on November 24th, 2020, and state that the applications could be approved as soon as June 2021. 

At least 50% of recreational dispensary licenses must go to native Detroit residents with a “legacy” certification, according to the local ordinance. To get certified as a legacy resident, a person must have lived in Detroit for 15 of the last 30 years, 13 of the last 30 years of their low income, and 10 of the last 30 years if they have a past marijuana-related conviction. Legacy-certified individuals will be able to purchase land in Detroit at 25% of the fair market value and their application fees will be cut to 1%. 

Other surrounding cities have recreational dispensaries open now, however, and they're a stone's throw from Detroit itself.
